As Senior Vice President for Corporate Services at Maximus Middle East, Robert Taylor plays a pivotal role in shaping and driving the transformation of citizen and outsourced services across the region. With over two decades of executive leadership experience, Robert brings a deep understanding of the complexities and demands of large-scale government outsourcing programs, having led high-impact initiatives across Europe, the Middle East, and Asia.
Before joining Maximus, Robert held a series of strategic leadership roles. Most notably, he served as Managing Director for PeoplePlus KSA, where he led the expansion of the company's international citizen services business in the region. He also served as Senior Advisor to the Director-General at the Ministry of Human Resources Development Fund (HRDF) in Saudi Arabia, where he provided expert counsel on the transformation of nationalization strategies and workforce development programs.
Robert's background spans both public and private sectors, with a focus on strategy, change management, and operational transformation. His expertise includes service design, startup ventures, organizational turnarounds, mergers and acquisitions, and the successful delivery of complex, large-scale projects. He is particularly known for formulating strategic frameworks that drive growth through organizational excellence, underpinned by a strong values-based approach aligned with measurable performance outcomes.
Robert holds a BSc (Hons) in Politics and an MBA from Durham Business School, UK. A passionate advocate for employment, entrepreneurship, and skills development, he is also a Fellow of the Institute of Employability Professionals.
